Four labour codes
Since 21 November 2025, 29 central labour laws are combined into four codes: Wages, Industrial Relations, Social Security, and Occupational Safety, Health and Working Conditions.
Headcount matters
Most duties start at a number of people: 10 for ESI and gratuity, 20 for PF and bonus, 50 for a creche and contract labour licences, 300 for standing orders.
State rules
Shops and establishment registration, professional tax, labour welfare fund and holidays come from your state's rules. Check them for each location.
